Matters Arising MEB Terms of Reference –
Review and Update; Agreed, to be reviewed again
in 12 months time.
Kent Surrey and Sussex Deanery have in place
faculty groups. Liz Spencer felt that this was
the way forward and would satisfy PMETB’s
requirements. An educational group would be
included within each department. These groups
would be able to discuss WTD, educational
compliance and would be able to give a group
decision rather than an individual professional
judgement on trainees. Clear pathways and
evidence on how we deal with trainees in
difficulty should be in place.
Dr David Goodrum continues to support CDs
with job plan reviews. The NACTUK document Time
for Education will be circulated to Dr Goodrum.
1SPA is allowed for tutor time, 0.25 is allowed
for supervision of each trainee. Several
welcomed this approach to support consultants
justify their SPAs. Peter Fletcher added that
some consultants are now diarising everything as
evidence. Pauline Harper added that Price
Waterhouse Cooper are looking at job plans and
job descriptions. |

Medical Staffing and WTD Update
A compliance document with the current position
has been sent to the SHA. Copy attached This
shows areas not compliant. Whereas many posts
appear compliant if there are gaps or absences
then the trainees are expected to cover. Gaps
exist in several specialities and Pauline
Hibbert said they were having difficulty in
recruiting. Extra DH money is available for
Trust in difficulty with WTD and the BMA have
undertaken a survey on where the money has been
spent. Sean Elyan is going to investigate. The
rotas although compliant for WTD may not be
compliant with regards to education, it was
agreed that the clinical directors be actively
included to ensure rotas are educationally
compliant. Liz Spencer raised concern over the
rotas being very tight and not allowing for
emergency situations when trainees would be
pulled to cover the rota. It was hoped that once
UTOPIA is underway the education of trainees in
a consultant’s presence will become
educationally invaluable. Dr Raghuram added that
trainees in acute medicine need to work at times
when there are peak admissions to the hospital
to maximise educational experience.
A discussion around whether doctors are allowed
to work more than 48 hours took place. Pauline
Hibbert advised that agencies ask staff if they
have worked 48 hours that week. It is to be
discouraged the trainees do additional hours
(above their 48h) in another Trust. |

GP
Training Liz Spencer updated the Board on
behalf of Brendan O’Leary. Brendan O’Leary has
commenced his visits to departments to encourage
good relationships with the specialty tutors and
clinical supervisors. A educational and clinical
supervisors database needs to be pulled
together. All to send to Kate Bartlett a
list of their trainees and their supervisors by
the lst February 2009.
Kate Bartlett to reciprocate by sending list
of educational supervisors for GPs by the lst
February. Dr Raghuram added that GP portfolio
cannot be accessed unless the trainee is
present. It would be an asset to be able to do
this as comments made by previous supervisors
could be viewed. The structured training report
should be completed and travel with the trainee.
Brendan O’Leary has offered to arrange a meeting
at both SEC or REC for the GP clinical
supervisors to discuss the requirements of GP
training and to learn about e portfolio. All
were asked if they felt this would be a way
forward. All agreed.
6 GP posts will be lost in August. 6 new
posts will be on the 18 month/18 month rotation.
Marie Wheeler said she had received training
requests from GP’s wishing to attend Out of
Hours but had decided that this would not be
possible under clinical governance. Pauline
Hibbert said she would discuss honorary
contracts for the GPs with Marie Wheeler. Liz
Spencer said she will continue to ensure
paediatrics is within the GP rotations if she is
offered any more GP posts.
Pippa Medcalf asked at what point should
struggling trainees be referred to the Director
of Medical Education? Liz Spencer said that this
is was a valid question she added that she has
written to the GP School advising that the DME
will take the lead and will keep the GP School
informed. |

Speciality Training Appointment of
College/Specialty Tutors Update
Liz Spencer said that all new
College/Speciality Tutors will be having a job
description which clearly states what is
expected. This job description has been through
NACTUK but can be modified locally.
Walking the Talk and Talking the Walk
Walking the Talk - is a well known phrase –,
senior staff role model, best practice so
students/trainees see behaviour consistent with
their taught teachings.
Talking the Walk – by articulating your
thought processes junior doctors can learn to
understand how clinicians make decisions. So as
consultants walk around they need to talk. Sue
Manser asked if Simon Atkinson could be
approached to train senior staff on how to
verbalise decisions through the Train the
Trainer programme. It was thought that this
process will be invaluable for UTOPIA.
RCPE UK Consensus statement on Acute
Medicine
Tom Pickett and Dr Raghuram said that
Emergency Medicine and Acute Medicine would
continue to be separate specialities.
An email has been circulated from the Chief
Executive stating that all study leave is to be
cancelled until further notice. Liz Spencer
confirmed that doctors in training who have
training requirements which they have to
undertake to satisfy their programme curriculum
can take that study leave. Liz Spencer to
clarify in an e mail to all educational
supervisors to reiterate this. Sue Manser added
that the trust would appreciate no extra costs
during the next 12 weeks. |

Supporting Trainees Trust Procedure for
Handling Doctors in Difficulty
Document discussed and agreed. It should be
placed on the Postgraduate Website for easy
referral. Sue Manser suggested the document be
sent to Sue Dennis prior to loading on the web.
A discussion at what level concerns should be
recorded. Pauline Hibbert confirmed that
anything written should be shared with the
doctor in difficulty. Kate Bartlett raised
concerns over where paperwork would be stored.
Steve Arnott explained the system that he used.
It is imperative that all keep a good record of
meetings that take place and there should be a
central store for trainees records – query in
Postgrad. Kate Bartlett to discuss with the new
HR Director.
Newcastle Upon Tyne – Supervision of
junior Medical and Dental Staff
Liz Spencer asked if the Board considered the
trust should adopt such a policy. Sue Manser
said that this would be good evidence. It was
agreed that this document would be redrafted. |

Quality Assurance
- Deanery QA Questionnaire - not discussed
as Dr Raghuram had left the meeting
- LDA Visit - Sue Manser confirmed that
this visit was taking place on the 15th
January. They will be discussing our
strengths and weaknesses and working through
the Action Plan. Sue Manser thanked all who
had supplied evidence.
- GMC/PMETB are visiting the Severn
Foundation School in June and we may get
visited. Liz Spencer asked that staff be
released if they are requested to attend
this meeting.
Post Meeting Note: Glos is not
being visited.
The Deanery have requested an end of
placement evaluation to be completed.
Concern was raised as to what will happen to
the data. Data has been collected by
Postgrad for the last four years. Liz
Spencer explained that the due to the
commissioning/provider split they have
responsibility for monitoring and providing
evidence showing we are adhering to national
standards. It was felt that data provided by
Postgrad would be reliable and could be used
by both us and the Deanery. Liz Spencer
asked the Tutors to discuss this at the
Specialist Training Committee.

Trust Update E learning platform has been
purchased from E2Training. Mandatory training
will be available on this system by August 2009.
The system will record who and when has
accessed. Ed Iles has taken on the role of e
learning technologist and will be working on the
e learning project.
Liz Spencer added that Specialty Induction
links are on the web and trainees should be
encouraged to complete these before they rotate.
Kate Bartlett to send a reminder email.
Sue Manser asked for volunteers to develop a
skills matrix and identify different training
skills required under UTOPIA. She is working
with Doctors.Org on emergency medicine. Please e

SAS Update Peter Scanlon introduced
himself. He has taken on the role of SAS Tutor
with the help of Sean Santos and Lynne Glover
and are developing a support and training
structure for the SAS doctors. He stressed the
need to offer these grades the opportunity for
career development. A trainer has been employed
to help with learning needs analysis and
programme provision. |

It is important that the FP Lead in each
department is known to and communicates with the
Specialty Tutor. Other updates already covered:
- Placement evaluation
- PMETB visit
- All reminded that trainers required to
be trained if undertaking assessments or
Educational Supervisor Roles before 2010.

Conference – 2nd October 2009
This date now clashes with the Joint
Peninsula and Severn Educational Conference.
After discussion all agreed that the
Gloucestershire PGME Conference should remain as
advertised. Trainees to be encouraged to
produced education focused projects/ audits for
this conference. |
